Govt rejects noosa national park alcohol bid

The National Parks (PoC) Ministry on Thursday denied a bid for land at Sabarmati National Park to serve as the gateway to the Noosa river, which is the source of Noosa-Nagpur water, while it also rejected the offer of 20 acres for the Noosa national park. The concession land in the north and south parts of the Noosa rivers basin in the state will be for commercial purposes in the interests of power production and is meant for supply of power to coastal villages, the ministry said.

However, the MoH issued an order on August 27, 2015, stating that the government has given notice to the Indian Railways (IR) to acquire power from Noosa river and provide it for sale. The ministry had issued directions of July 4, 2015, when it had approved the MoH's notification on acquisition of power from the Noosa river, which could have enabled the company to get about $15 million for the water-processing plant for the Noosa. After the MoH's order, on September 4, 2015, a proposal for a tender on the Noosa river was filed with Indian Railways but that had to be withdrawn in December and a tender should now be launched, the ministry said in a report to the state government.

The ministry further submitted a statement that the proposal was presented before the Central Board for Certification of Indian Pilots (CBDCI) on December 4, 2014, but a company seeking to buy power from the Noosa river got a response to the tender application by January 21, 2015, the ministry said.

On the ground that the bid did not meet the minimum requirements of the National Parks Commission (NPCC) for obtaining power from the Noosa river, the ministry issued a response in February 2016 saying that the proposal "does not meet any of the minimum requirements of the NPCC, and should not be considered." It further said that the project "had to be cancelled" under the circumstances presented by the company.

After the tender, the department rejected the offer of 20 acres of land for Noosa river, it also rejected the company's application for the use of the land. In this regard, the ministry said the land acquired by the company was in violation of the National Parks Act. It further said that the state would be paid 50% of the cost of the power plant for supply to the state of the Noosa and that the company's proposed power plant is not in harmony with the nature of the park as proposed by the ministry.
